2023年，受复杂严峻外部环境影响，部分中小企业确实面临不少困难，比如订单不足、成本较高等问题。当年11月，工信部出台了《关于健全中小企业公共服务体系的指导意见》，进一步推动中小企业公共服务增量扩面、提质增效。
